Narrative description of Project

• Voyants Solutions Private Limited (hereinafter referred as “VSPL”) has been awarded by KfW, on behalf of WBSEDCL, for providing Consulting Services for Project Implementation of Livelihood Restoration Plan (LRP) prepared by VSPL for the project affected families due to the development of 200 MW Solar Park at Dadanpatra, Purba Medinipur, West Bengal.

• WBSEDCL has identified 1031.26 acre of land, owned by the State Government, in the villages of Dadanpatrabar, Dakshin Purushottampur and Mania in Ramnagar II Block of Purba Medinipur district of West Bengal. The Final Report and Basic Design Documentation of the project prepared on August 2019, specifies that up to 200 MW of solar project will have a footprint of approx. 522.28 acres in the non-CRZ (532 acres) land.

The scope of the work for the study was:

• The Consultant shall responsible to monitor the implementing the LRP;

• Identification/verification of PAFs in close coordination with WBSEDCL, Revenue Department, District Administration and village Panchayat;

• Segregation of PAFs falling in Phase-I and Phase-II

• Update of the LRP Master Database after verification;

• Update the Entitlement Matrix and LRP budget accordingly;

• Organization and participation in meetings with WBSEDCL, revenue department, district administration or further stakeholders as appropriate which are responsible to provide LRP budget;

• Witness exchange between entity implementing the LRP and Project Affected Persons (PAPs) related to agreeing on the compensation method and diligently putting this compensation method into action as agreed upon with WBSEDCL and KfW;

• Interview with PAPs identified on spot-check basis and verify if compensation has been granted according to the conditions of LRP;

• Document findings from each of the steps and Reporting to WBSEDCL and KfW.

• Reporting the progress report of LRP implementation to WBSEDCL and KfW on fortnightly and monthly basis.
