Narrative description of Project

• KfW Development Bank (hereinafter referred as “KfW”) intends to finance a 200 MW Solar Power Park at Purba Medinipur district of West Bengal (INDIA). The Project will be implemented through the West Bengal State Electricity Distribution Company Limited (hereinafter referred as “WBSEDCL”), as Public Sector Undertaking (PSU) of the Government of West Bengal.

• Voyants Solutions Private Limited (hereinafter referred as “VSPL”) has been awarded by KfW, on behalf of WBSEDCL, for providing Consulting Services for Project Preparation in Environmental and Social aspects to minimize, identify and mitigate the impacts of the project design and implementation.

• The site for the proposed project is within 1031.26 acres of Government owned land, located in three villages viz., Dadanpatrabar (268.61 acres), Mania (144.69 acres) and Dakshin Purushottampur (617.96 acres) in Ramnagar-II block in district of Purba Medinipur, West Bengal (INDIA). The area during site visit is found to be submerged and is used for Pisciculture and salt-farming by local people. The Pichaboni river estuary is located within the proposed project site and contributes to a large extent to the CRZ-nature of the project-land. Further, the Bay of Bengal at Mandarmani is at about 3 km distance from the project site.

• About 499.00 acres area (out of total area of 1031.26 acre for the project) falls under Coastal Regulatory Zone (CRZ), mentioned in green patch in the picture below (Figure 2.1), and about 532.00 acres of area falls in Non-CRZ zone. The proposed project shall be developed only in Non-CRZ land and does not foresee any infrastructure on CRZ land.
