Energy Efficiency Service Limited (EESL), is a joint venture of four National Public Sector Enterprises – NTPC Limited, PFC, REC and POWERGRID, and was set up under Ministry of Power through Indian Companies Act, 1956 (No.1 of 1956) on 10th December 2009. EESL has proposed to bring on board EHSS experts/consultants through seconded to implement a sustainable and socially viable management system as according the Occupational Health and Safety and Social (EHSS) manual prepared by EESL.
In this regard, German Financial Institution – KfW (Kreditanstalt Fur Wiederaufbau) Development Bank has provided the support to cover all the projects of EESL under the EHSS management system and accordingly Voyants Solutions Private Limited (VSPL) was engaged as consultant organization for “Long-Term Consulting Services to Support Energy Efficiency Services Limited towards Implementing its Environmental, Occupational, Health and Safety and Social Guidelines”.
Voyants Solutions Private Limited (VSPL) has been engaged by EESL to implement the EHSS Manual, prepared by EESL for covering the environment, occupational health and safety and social aspects of all the programmes under EESL’s umbrella, and integrating these principles in working practices. VSPL had deputed a Social and an Environmental expert at the Sustainable Development Unit (SDU) of EESL, for providing technical support and implementation strategies during the year long tenure.
For the purpose site visits were made to analyse the status and increase awareness on EHSS requirements at the regional level. The EHSS audit/site visits (6 visits) and Awareness generation activities (Webinars as well as On Site Activities during the EHSS site visits) was done for the two programmes UJALA (in one region) and SLNP (for rest of the regions). To ensure geographical uniformity, one location from each cluster was selected for the purpose of EHSS site visit. During site visits, review of EHSS practices on field and staff friendly training sessions were conducted. The experts have also delivered six webinars on EHSS awareness. The team has also been able to provide support in formulating gender strategy plans to improve the gender ratio within the organization. While it has been challenging to reach out to each project location spread across the geographical expanse of the country, efforts were made to educate regional offices, maintenance agencies and maintenance workers on the important aspects of environmental, occupational health and safety and social parameters such as timely payment of wages, ensuring gender equality and others to ensure sustainability and accountability of projects.
