AMTRON, is the nodal agency of the Information Technology Department of the Govt. of Assam for implementing the IT project in the state including the National e Governance plan of the government of India. AMTRON has appointed Voyants Solutions Pvt. Ltd as Consultant for preparation of Master Plan for IT Park including zonation diagram, Cost Estimates in the planning phase and in the development phase.
The scope of the work is elaborated in detail:
In the Planning Phase, it consists of preparation of Project Master Plan, Zonation Diagram and Development Models of Different Zones. The Project master Plan will demarcate areas for development of various components like, IT, ITeS and BPO/ BPM sector. A demarcation will be made for the Commercial zone like offices, convention centers, shopping complexes, etc. and Social Infrastructure like schools, colleges, hospitals etc. The Master Plan will also indicate and include the basic infrastructure development. Next, for the Zonation diagram, Color coded zoning of various features and their phasing shall be indicated. Finally, under Development models of the different zones, Project Structuring of the project, (for example, whether the project would seek private sector participation (PPP structure), or finance from funding agencies) etc. will be done.
In the Development Phase, the work involved Preparation of DPR with detailed drawing, detailed cost estimation, financial planning, means of finance, calculation of returns and ratios, technical and financial feasibility of the project; Bid documentation and management for the selection of contractor for development of core infrastructure; and Formulation of building byelaws and Zonation Rules; Regulations for Operation & Maintenance of the Park. Next, in the Marketing Phase, the work involved Establishing the positioning of the IT industry- type, scale, investment, manpower etc., Devising the marketing strategy defining the target industries and businesses, marketing mode and extent; and To market the IT Park to bring in anchor investors, investors, anchor units, industry and other end users, holding events, seminars with industry bodies etc, thereby influencing the investors to set up units. To ensure that at least 3-4 major anchor investors make an investment of at least Rs. 100 crores each in the Park. Finally, throughout the phase of construction and development of infrastructure, the Consultant provided project management consultancy to monitor the progress of the project in terms of speed, quality, adherence to regulations and financial estimates.
